Library is a social institution. It is essential for creative problem-solving dialogue in a society. Library's capability increases with user community participation and expectations. Ultimately, the user of the library owns the library for community use. Nature of infprmation ownership is divided between private benefit and public use. Spanning boundaries of information environment is leading to a seamless whole where users and creators of knowledge seem to have endless partnerships economically, socially, educationally and intellectually.
