The Meaning of People Participation as Cadres of the Search and Rescue (SAR) Team

This research aimed: to establish the reasons for the involvement of volunteers in the Emergency Rescue Team of Malang (ERTM); to establish the usefulness of membership and management in the ERTM organization. The researcher used a qualitative approach with a case study design. The informants of this research included the team leaders and members of the Emergency Rescue Team of Malang. The technique of data collection was "Snow Ball" which shifed from one informant to another.
