Editing Human Resources Development Strategy Boushehr Municipality Case Study.

In this research we have attempted to determine the human resources strategies and guidelines in that how an organization organizes its personnel for obtaining specific organizational goals and human resources development frameworks will be studied in different ways (educational, occupational turnover, promotion, occupational life quality, occupational skills, competence level, copying from the best, etc.) and economic consequences of organizations plans and production improvement and marketing are determined and announced. Research model is analyzed and tested using Lisrel software and the relations between independent variables and dependant variables and also relations between other variables are confirmed and finally a part of the theoretical research model has been verified. Models phenomenon are as follows: editing common view, public environment analysis, operational environment analysis and municipality view analysis. Finally and on the basis of the results achieved from the analysis, two common views and models operational environment analysis became meaningful.
