Odisha has been traditionally associated with low Gross Domestic Product (GDP) and Human Development Index (HDI) scores compared to most states of India. However, since 2005 there has a significant turnaround in the States' Domestic Product (SDP), due to private sector participation in industrial activity in a massive way and mining activities. The paper makes an analysis of impact of growth on equity and performance of industries and agricultural productivity. Drawing reference to the higher financial devolution to the states by the 14th Finance Commission, the paper brings out how major social inclusion schemes like the Integrated Child Development Services (ICDS) are getting a short shrift due to sharp reduction in the centre's share to Centrally Sponsored Schemes (CSS). It underscores the importance of providing quality primary education and health care funded by the government and improving agricultural productivity through increased public investment in irrigation projects. Odisha can realize the full potential of its rich mineral resources by making it a preferred destination for key technology transfer and durable partnership with Original Equipment Manufacturers (OEMs) and design houses of the world.Keywords

Media acts as the fourth arm of democracy to supplement the Supreme Court in its role as the watchdog of the Constitution. It also acts as a talisman of common man’s quest for socio economic justice. Noam Chomsky was the first to highlight how through several filters, consent is manufactured from media by the corporate houses. The paper brings how in the free market economy of India, similar filters are being used to promote the cause of nationalism, branding contrarian viewpoints as “anti national” and muzzling dissent. The contrasting report of Global Hunger Index (GHI) and Ease of Doing Business brings out the dissonance between the growth story and human development achievements, as reflected consistently in low Human Development Index (HDI). The paper laments that majority of the media do not cover the underbelly of rural distress, which the Socio-Economic Caste Census (SECC) Report (2011) captures. It also brings out how there is a harmony between social and economic indicators in China as compared to India due to strong political will. Of particular concern is the distressing situation of malnutrition of children as brought out by the Rapid Survey on Children (RSOC) report. One more area which is at the heart of impacting human development indices is the quality of primary education. Sadly post RTE Act 2009, guaranteeing right to education, the Annual Status of Education Reports (ASER) bring out how in terms of basic infrastructure and learning outcomes, there is acute shortfall as compared to the expected levels. The secondary education also shows a lack of vocational skill amongst children in the age group of (14-18) which is seriously impeding their employability. The paper strongly recommends that the press must play its role as an independent sentinel in a democratic system to project public opinion against apathy and high handedness of the governing class over the governed. A free media with an enabling environment and political neutrality is a surefire guarantee against potential fascist tendencies.

Growth economics gave way to development economics, by evolving measures like Human Development Index (HDI), Gender Inequality Index (GII) to address the long term need to improve human development capabilities. Developing economies like India have unfortunately not given adequate attention to quality dimensions in primary education, health care and sanitation. This year’s NobelPrize winners in economics have made a yeoman contribution to development economics by using Randomized Control Trial (RCT) tools to determine what works for people to embrace higher human development. This paper brings out the evolution of development economics and the design of RCT to arrive at startling f indings in the f ield of education, health; by combining, handholding with incentives in such trials. It brings out the def icient areas where India is yet to catch up such as Millennium Development Goals (MDG) and Sustainable Development Goals (SDG).And why it’s necessary to abdicate ideological blinkers in pursuit of economic pragmatism to promote socio economic justice. While there are contrarian viewpoints regarding universalisation of RCT f indings, there is unanimity that these are refreshing tool to make an objective assessment how to f ight poverty, illiteracy and ill health.Keywords

The concept of VUCA was introduced or brought into forefront post 9/11, when the businesses and their respective models were questioned, their existence, their profitability was uncertain. The growth, globally in various industries was facing a slowdown, however when the financial crisis was almost getting over, the ‘new normal’ emerged. VUCA circumstances undermine any efforts to understand the future and to plan for response. There is a change that is witnessed in the global business climate, the companies that have been doing well now thrive in this business environment in developed countries, the volatile situation in the industries continue to pose economic challenges for the businesses and where decision regarding technology and innovation is questioned. An important understanding of operational leadership in the context of VUCA is to identify the issues embedded in it. Unlike the problems that need to be solved, the issues are the unresolved, unexpected, complex - issues and challenges that every leader faces. Size and volume are no longer the keys to business success. Cash flow rather than profit helps an organization to cope with difficult times. Transforming a rapidly changing foreign environment into a onesize- fits-all approach requires a major overhaul of the way we develop, implement and deliver business plans and objectives as evidenced by numerous companies such as Ford Motors, Capital One Bank, Philips NV, Panasonic Corp, South West, The airline, Rio Tinto, Halliburton to name a few. This paper seeks to emphasize how important it is for leaders to enjoy the promotion and use of financial resources, maintain financial viability at all costs, master the art of budgeting, maintain and improve organizational performance.Keywords
