The paper posits that for development NGOs, engaged in implementing projects at local or national level, there is a need to develop system for accountability. However, it is argued that the system of accountability develops not through the prescriptions handed out by powerful outsiders but develops as a result of consensual negotiation between different strategic stakeholders and consensual negotiation is possible only when all the strategic stake holders are high on both stake centrality and their efficacy beliefs.
