My friends have asked me to read a paper on "Town-Planning." I seriously doubt if I am properly qualified for the task but they have a notion that I am. The audience to-night would, I am sure, be the better Judge of that. Probably this notion comes from the fact that I have been employed for a number of years in fairly responsible positions first in the Calcutta Corporation and now in the Calcutta Improvement Trust, two of the biggest and most important bodies of the kind in India. Obviously, much of what I have to say is the result of my experience in these two bodies yet I would like to make it quite clear at the outset that whatever I say here should be taken as my personal opinion and should in no way be construed as the official views or policy of either of these bodies, particularly the latter.- Air Raid Precaution with Special Reference to Calcutta

Mr. President, brother members and friends,
After many years a War has come to our very doors and this modern War has taken a new aspect-the aspect of air attack on civil population and property leading to what is known as A.R.P. Measures and Civil Defence. A.R.P. Measures cover a wide range and have many ramifications. I shall confine myself here only with the branch that concerns Engineers, viz., the adequate protection that can possibly be taken against the damaging effects of bombs on life and property. The scientific approach to the subject must therefore be a consideration of the various types of bombs in use and their behaviour and effects a detailed study of which can lead us to the adequacy of necessary protective measures. Even so the subject is too vast to be dealt with in the short time at my disposal and so I propose to put before you tonight only such salient points as may lead an Engineer to the design of such protective measures.

Concrete admixture is added to the cement mixture to produce the desired quality with predetermined characteristics. With the use of special admixture, it was found possible to control Air-Entrainment (into the mixing) in predetermined proportion to improve workability and the introduction of entrained air permits lowering of water content which leads to increase in strength.- Luna Roof Terracing Chemical Compound
