This paper attempts to describe the genesis and evolution of the RTI regime in India, within the global and regional context. It describes the events leading up to the coalescing of the RTI movement in India. It goes on to discourses good governance discourses, paradigm shift, good governance, need of RTI, advocacy of civil society and the RTI movement, identifies its allies and opponents, and discusses the strategies adopted, and the resultant successes and failures. Based on all this, it attempts to draw out lessons that might be learnt from the Indian RTI movement. The paper ends with a conclusion of the findings of two nation-wide studies recently conducted to assess the implementation of the RTI Act in India and suggests an agenda for action, aimed at strengthening and deepening India’s RTI regime.Keywords

Sustainable development is an economic Program along which average well-being of present and future generation, taken together, does not decline over time. it is development that meets the needs of the present without compromising the ability of future generations to meet their own needs The paper applies the notion of social well - being to show that sustainable development should mean the maintenance of the productive base of an economy relative to its population. This paper also examines the need for resources, impact of growth and prescribes the manner by which these resources should be allocated to each economic sector or programs so that the overall economic and sustainable development objective (social welfare function) can be maximized. The findings are then compared to the experiences of the developed and developing nations and existing parameters of sustained development.
