State Level Public Enterprises in India: Restructuring for Performance Improvement

The State Level Public Enterprises (SLPEs) are an important segment of the public enterprise system in India. This is borne out by the fact that 875 SLPEs, excluding the state electricity boards and the state road transport corporations on March 31, 1992 had an investment of Rs.38,283 crore. Though much has not been written about the working of the Central Public Enterprises (CPEs), the literature is conspicuous by its absence about the efficiency and effectiveness of the SLPEs at the aggregate level. These enterprises had incurred a net loss of Rs. 2,648 crore during 1985-86 to 1991-92.
