Abstract

On the basis of the Census of 1961, calculates the number of City Central Libraries and City Branch Libraries to be established in each Constituent State and in each city respectively. Shows the total number required for India as a whole to be 112 City Central Libraries and 1,510 City Branch Libraries. States that the maintenance of such a City Library System is necessary to prevent the literates, who form 50 per cent of the city population, from relapsing into illiteracy.

Abstract

Gives the capital expenditure on librachines and different categories of library buildings in each of the States and for India. Estimates the total capital expenditure to be about Rs 134 crores. Points out that this sum would be spent in a phased programme spread over a fifteen-year period.

Abstract

This paper is based on the data for 1960-61, which are the latest available. Using the rate of increase in 1960-61, the secondary school enrolment and the number of library units needed during the Fourth Plan Period are calculated. An estimate is also made of the annual library fund and the strength of the library staff needed by the secondary schools in India during the Fourth Plan Period according to each of the four plan models. According to cheapest of these models, the annual library fund required for the secondary school library system in India is of the order of Rs 133 million for 1966-67 and Rs 380 million for 1970-71. The professional staff required is 4,220 and semiprofessional staff 86,510.
