1. Information is a neural semantics. It brights from external signal processing into internal signal accessing. It contrives outside and inside simulation a meaningful articulation for self as well as other self;
2. It is a prima donna of communication. It frames contents to messages and structure-functions wave length ordinations;
3. The supreme of all these is human needs management. Information articulates human needs, wants, vigours, vitals, wishes to communication.

Archangels can be networks. Nodes admit in snaky path. This moves undulated curves, with wavelets passing through nodes. Each node, strengthens the wavelet with energy changing from potential to kinetics. They provide a periodic convolution to float on a base verves path. Alternatively, we expect it to happen like horizontal ladder moving left to right. The vacant paths of a ladder are squarelet systems enshrined in wavelet motion.- Editorial

Life needs imprisonment of guilt consumers. The prosecution averred that on Monday, July 16th the prisoner had entered a chemist shop in the village, disguised as Mr. Inglethorp. The prisoner, on the contrary, was at that time at a lonely spot called Marston's Spinny, where he had been summoned by anonymous note, couched in blackmailing terrors and threatening to reveal certain matters to his wife unless he completed a compilation with its demands. The prisoner had accordingly gone to the appointed spot, and after waiting there vainly for half an hour had returned home. Unfortunately, he had met with no one on the way there or back who would vouch for truth of his story, but luckily he had kept note, and it would be produced as evidence. But cleptomaniac is always concerned with his/her imprisonment. Life is full upheavals, a person by personal volition gets into guilt. Such guilt drives the need for prison. Imprisonment then is a natural necessity and self-organized need. It then emerges to truths and justices.- New Knowledge Needs Receptivity

Thought process has an inference engine. Every thought in the mind is filtered for external communication. Mind has an inner logic which is mostly neural for transmission. Mind has to garner information for communication of thoughts to use. Humans organize their thoughts in epistemic discourse. Value of information increases with optimum breadths and depths. It is a modulation. Information must have fluency. It must have impact factor for knowledge formation for dissemination knowledge itself gets a structure by the receiver's physiology. In today's world we have to handle more uncertainties and consequent complexities. We need to be prepared to meet the complexities of uncertainities with a better handling of information flow and knowledge processing. Each variable in uncertainty generates cutting edge information and action. Its impact has to be assessed, contained, transmitted and used for better benefits. This calls for an analytico-synthetic process in information modeling. Recent developments in human interfaces with information machines promotes studies on disambiguation. These two needs call for an analysis and synthesis of concepts, thereby customizing the concepts to contexts. This, in turn, calls for a fresh approach. In the transforming roles of library in the milieu of the emerging information technology and its renewal, several prospects have arisen. For about four centuries and more dominantly in the twentieth century up to this decade, books have dominated the role. They engulfed the science and technology, humanities and social sciences for the last two centuries. They provided the educational settings and made the library a center for lifelong self-education, renewal, and recreation. But as the faster mechanism of new infotech products emerged for information transfer, books got pushed back. A library is described by Ranganathan as a social memory. A library is an information access centre. It provides a variety of access-physical access, bibliographic access, intellectual access, psychological access and social access-to any seeker of knowledge. It is, infact, a structured organised knowledge base meant for societal use. In it there is knowledge gained by the experience of individuals and teams of individuals from time immemorial and to-date. At any time, it presents the human achievements of the past in terms of cognitive process. In the contemporary environment, relatively new information is exchanged in many media between individuals and teams of individuals working in any specialised field through online interactive access and other similar media.- Quality Assurance in Library Services

Libraries have been the repository of information sources and services. They care for making these accessible to potential users. They want to see that the contents of the library material could be easily seen by the users. We need to provide the content analysis of the documents possessed by the library on a relevant means. This is the quality assurance we expect to get from librarianship. It attempts to provide qualitative access to contents of documents available in any library and information centre. It creates facilities such as the following:
1. To develop an inventory of all the documents that get into a library
2. To develop a database which includes records for all types of material held in a library.

Development of Library services depends on interchangeability of inputs and exchange of formats within a single premises as well as with several premises. Documents have to be handled with content analysis and representation. This will help selection for use of thoughts with ease and understanding. This has to be done in-house as well as for remote access. Standardization provided a better facility for this purpose. International standards for document handling is of the order of 2000 and more. For work in a library, it is about 200 and odd. In India, thanks to Dr. Ranganathan, standards for library and bibliographic handling been there; but it confines to 20 and add standards. Further growth has not been effected for better purposes. However, standards movement has been continuous for effecting network resources and networks. We shall discuss these movements.- Service Orientation of Libraries

There has been a continuous growth of an industry called information industry. Information is a human product and resource. It consists of statements made by individuals or groups of individuals about ideas which they assimilated into their knowledge store. Information service consists in the use of such messages for the benefit of other persons at critical times. Primary producers of information include authors, governments, businessmen, journalists and broadcasters, who observe events and convey their observations through books, learned periodicals, journals and other kindred means. Creative writers enlighten the users' mind and thought. Secondary producers of information (who provide to do information service using the primary information sources) include editors, publishers, booksellers, and librarians. They facilitate communication processes. They attempt to take creative thoughts to user or receiver domain. The aims of these people is to process information contained in several information sources, so that individuals get it when they want it and the way they want it. This satisfies the second and third laws of library science-Every reader his/her book and Every book its reader.- Specialist Library versus Generalist Library: Document Selection

This is a report of three classes in DRTC, extending over five hours, conducted by Dr Ranganathan, on 21, 22, and 23 March 1967. Singles out the techniques distinctive to a Specialist Library from that of a Generalist Library, on the basis of the Five Laws of Library Science. They are: Individual approach to ascertain specialist interest as against statistical approach in a Generalist Library (Law 1); Informal talks with each specialist as against mass survey (Law 2); Restricting the acquisition of periodicals to those having at least 40 per cent of their articles relevant to the subject-interest of a Specialist Library (Law 3); Coordination in acquisition of periodicals and cooperation among libraries (Law 2 and 3); Acquisition of indexing periodicals, abstracting periodicals, trend reports, short communication periodicals, and preview type periodicals (Law 4); and Drastic weeding out of obsolete documents in a Specialist Library (Law 5). The usual annotations highlighting the educational principles followed in the class are added.- Steam Generator Production Engineering:Depth Version of CC

Standardisation and documentation emerged as organised activities during the first half of the twentieth century. Conservation of resource and increasing productivity in every sphere of activity was the goal. Standardisation can be provided for in two Forms : One in the form of a specification and the other in the form of guiding principles. Certain areas in the field of documentation and book science are amenable for standardisation in either one or both ways. The organisation and objectives of the Documentation Committees of the Indian Standards Institution, the British Standards Ins itution, the USA Standards Institute, and the International Standards Organization are described. The areas in documentation and in book science that are amenable for specification and/or guiding principles are mentioned. Usually a new know how or an innovation gets assimilated into a production stream only after a long incubation period. Several factors, such as those relating to the attributes of new product, of the firm and of the environment has to be considered with respect to the new product line before the know-how is accepted. Industrial production requires information about industrial feasibility, market potential for goods and services, model schemes, pre-investment studies, organisational and financial matters, permits and licences, plant location and layout, manufacturing management, common service facility, distribution channels, and research and development facility. Some of the major types of institutional sources of information are enumerated. Innovative teaching techniques promote creative abilities of the students. Advanced courses in library and information sciences should, therefore, adopt creative methods of teaching and learning, such as Brainstorming, Synectics Problem Solving Excursions, and Systems Approach. Case studies provide the base for the adoption of these methods. Library and Information Sciences provide plenty of scope for the preparation of such case studies for teaching and learning purposes. Development of creative ability among future leaders of the profession would certainly go a long way in meeting the unforeseen situations with greater confidence.- Compatibility of the Principles for Design of Thesaurus and Classification Scheme

The performance of an Information Retrieval System can be improved by the use of controlled vocabularies, such as, classification schemes, subject authority lists, and theasuri. Recent trends in the field of design of different types of controlled vocabularies have developed exclusively, principles and rules for each one of these devices. While it is admitted that there are certain essential differences in each of these types of controlled vocabularies, there are also certain features which emphasize basic similarity, inter convertibility and compatibility among them. This paper discusses the compatibility of the guiding principles provided by the ISO for the construction of a thesaurus and the principles available in the General Theory of Library Classification. It is found that there are several initial steps which are common for construction of both a thesaurus and a classification scheme. The thesaurus usually con-fines itself to two planes of work, the idea plane and the verbal plane, whereas the classification system spreads into three planes off work, idea plane, verbal plane and the notational plane. The verbal plane of thesaurus actually takes some of the roles of the notational plane of a classification scheme. It is found that the role of thesaurus, classification scheme and that of a subject heading list can coexist and be used harmoniously in an integrated library and information system.- Colon Classification Schedule for Macrodocuments in Political Science

Emergence of multidisciplinary subjects is a socio-economic necessity of current day life. They are supported by a variety of sponsors such as governments, institutions, missions at the international, national and local levels. Curiosity and creativity of individuals have accelerated the emergence of multidisciplinary subjects. This paper discusses the ways and means of development of such subjects.
The indication of these developments can be seen by the emergence of different kinds of publications of books, conferences and periodicals. The library classification schemes and other devices used for information retrieval are keeping pace with these developments. For this purpose, models for development of much disciplinary subjects are identified.

Ranganathan lived through a period of renaissance (1892-1972). The libraries had a primary objective of preservation of collection of documents. But these objectives were enlarged towards use of documents and to collect documents that users want to read and finally make the documents themselves move towards users -that is documents go in search of users. Ranganathan's perspectives are to be analysed in this context. Ranganathan had an analytical mind and he put his ideas in a logical and systematic approach. But, it put everything in a holistic context.- Typology of Structural Relations for Information Analysis and Consolidation Processes

The basic concept of representation techniques are: symbols, fact lists, semantic networks, logic predicates, rules or production systems, frames and knowledge objects. These basic representation entities are used to construct representation of schemes with desired characteristics for particular applications. To provide powerful expressiveness, conciseness and easy modifiability by domain experts, the representation schemes evolve into stand-alone high-level programming languages. Information is an acultation of a human mind. It cultivates from a signal peception of thought. It then structures through a thought studio movement. It sets into language for expresion. It is designed by a schema for presentation of thoughts to a receiver. It gradually sets into receivers language. It is for receivers assimilation and annexation to the receivers apperceptive mass and there on to memory. It begets a mnemonic signal processing for a later use with the process of recall and remembranee. It stays at surface of memory on breadth first and depth later principle. In course of time, information tends to vanish and so one forgets it giving a place for new thought reception. This is an innerscript of human memory. It can be set into an algorithymic configuration. It can them be transferred to external memories in books and computers. It provides dropping links to innerscript of the memory. The thought processes can be flexible and cognitive into a native structure of memory in a language.- Knowledge Engineering

Industrial research and industrial production in a country cannot be solely based on its own resources. National economy requires borrowing and adoption of technical know-how on a global scale Such a transfer of technology from one country to another needs the services of several promoting agencies. During the last two decades, several international organisations have come forward to provide technical assistance and dissemination of scientific and technical information to the industry on an international level. Some of the non-commercial international organisations are briefly described. A suitable Infrastructure has to be developed by every country in order to absorb the foreign know-how into its scientific and technological stream. This paper, describes the infrastructure developed in India to utilise the foreign technical know-how effectively.References

A depth classification version of Colon Classification (= CC) for subjects going with the Host Subject Transport Economics is given. The methodology for the design of freely-faceted scheme for classification and the current version of the notational system of CC have been used. In designing the schedule of speciators for the different kinds of vehicles, advantage has been taken of the available depth classification versions of CC for Motor Vehicle Production Engineering, Locomotive Production Engineering, and Air-Vehicle Wing Production Engineering. It has been found convenient to deem an isolate idea denoting a "Method" as a manifestation of the fundamental category matter that is, to consider it as Matter (Method). A differentiated schedule of such Method Isolates, associated with each of the Energy Isolates, is given. A problem in this connection is also mentioned. In Industrial Economics, the (IN) for the Industry Isolate in the Personality facet is at present constructed using the Subject Device. This adds two to three digits to the (IN). The method of constructing the Industry Isolate number suggested in this paper using the Subject Device only partially is more economical. The use of devices-such as, Alphabetical Device, Numerical Device, Environment Device, Subject Device, and "Divide like" Device-has helped in achieving economy in schedule building as well as in conforming to the Canons of Helpful Sequence, Consistent sequence, and Scheduled Mnemonics. An Alphabetical Index to the schedules and a list of thirty-seven examples classified according to the scheme for classification are given.- Motor Vehicle Production:Depth ClassifiCation:A Demonstration

Describes the foundation, growth, and achievements of the library associations in USA, UK, and India. Shows that librarianship, which started as a mere vocation in 1870s, has now become a full fledged profession on par with that of lawyers, medical men, and engineers, as a result of the formulation of fundamental laws as the basis of its purpose and work. The Five Laws of Library Science and the Canons and Principles for several of its branches have given scope for pure, applied, and developmental research in library science and have successfully paved the way for library science to attain the status of a University subject. This, along with the improved method of teaching, as indicated, provides for education for a progressive library profession.- Special Library Versus Specialist Library

This is a report of two classes in DRTC, extending over three hours, conducted by Dr Ranganathan, on 19 and 20 March 1967. Traces the origin of the term 'Special Library'. Shows that the term 'Special Library' is a homonym and thus it does not precisely connote the emphasis on the service of nascent micro documents to specialists. Shows that the term 'Specialist Library' directly and precisely lays emphasis on the service of 'I'. nascent micro documents to specialists. Incidentally points out the need for and importance of giving a precisely expressive unique name for a concept in a discipline. Annotations are added explaining the educational principles demonstrated by the work in the class.- Capital Expenditure on Buildings and Equipment

This is a report of three classes in DRTC, extending over four and half hours, given by Dr Ranganathan, during September 1963. Describes the various possible facets of subjects in linguistics and also the principles and methodology in the design of a classification schedule. Defines the term 'Linguistics'. Language, Stage, Variant, and Element are taken to be four possible [P] Iikely to occur in a subject of optimum depth going with the (BC) P Linguistics. With the help of the ubiquitous Wall-Picture Principle, determines the sequence of the four [P]. Shows how the monolithic pure notation creates homonym in (CN). To resolve this homonym, an ugly cluttering of (CS) comma (,) was permitted, But as this was against aesthetics, and as this solution introduce's rigidity in the facet formula, it was abandoned. As a consequence of this, it was decided to use different species of ordinal numbers for the different Levels of [P], Allots different sectors to different Levels of [P] with the help of the Principle of Inversion. Concludes with a tentative solution for the problem of classifying the newly arising field of formal linguistics.- Screw in CC and UDC

Compares the UDC and CC numbers given as the examples in Sec 8 of Paper B. Shows that CC gives co-extensive class numbers in all the 20 cases but UDC gives co-extensive class numbers only in five cases. As a result of mixed notation, CC secures the same degree of co-extensiveness of UDC with about two fifths the number of digits. It secures fully co-extensive calss numbers in all the cases with only two-thirds of the number of digits of UDC.- Production Engineering of Reciprocating Internal Combustion Engine:Depth Classification

Works out a Scheme for the Depth Classification of the subjects going with the (BC) "D9L21 Production Engineering of Petrol Engine" and tho (BC) "D9L22 Production Engineering of Diesel Engine". The schedules given are confined to the first characteristics for [IP]. Mentions a difficulty in the application of the Wall-Picture Principle to derive the Sequence of First Characteristics. The grouping of organs by their 'Function' is demonstrated. Gives an alphabetical index to the schedule. Gives a list of thirty two examples classified according to the above scheme.- Pragmatic Approach in the Design of Depth Classification Schedule:A Case Study

Based on the incidence of (QJ) in the subjects going with the (BC) Production Engineering of Internal Combustion Engine, confirms the remarkable usefulness of the Wall-Picture Principle in deriving a helpful sequence among. the (QI). Explains where and how the Group Strategy can be adopted in the application of the same Principle. Points out the conditions and restrictions laid down in the idea plane and in the notational plane which call for a careful allocation of the sectors to the (QI). Study of the incidence of the combination of (QI) in 507 (eN) shows that the superimposition of too many (QI) is comparatively rare, that the mode of the curve for the incidence of the combination of (QI) lies between combination of 2 (QI) and that of 3 (QI), and that there are no combinations of more than 11 (QI). After classifying over 600 micro documents in the subject with the provisional schedule, works out a revised allocation of sectors such that over 1,100 digits are saved in the (CN) for 507 documents.- Medical Radiology:Depth Classification

Ascertains, by an a priori approach, that the essential difference between two schemes of classification lies in their capacity to give co-extensive (CN) and in their having self-perpetuating quality. Discusses and demonstrates the use of Normative Principles for the systematic comparison of two schemes of classification. Confirms that the essential difference between the schemes of classification lies in their capacity to give co-extensive (CN) for the subjects already embodied in documents and also for those that may arise in the future as the universe of knowledge develops. Suggests the examination of an alternative set of postulates with reference to the two essential criteria for the comparison.- Normative Principles for Comparison

These (CN) occur under the (MC) UW Therapeutics. According to the Canon of Enumeration, the term 'Drug affecting the digestive system' against UWB and "Heart and blood drugs" against UWD would have served the purpose. The other terms are not necessary. The schedule should not be made to function as a dictionary. Moreover, RIC does not intend to give fully coextensive-(CN) for micro-subjects [19]. To satisfy the approach by the name of these comprehensive terms, it could have included these terms in the alphabetical index and refer red to the corresponding intended (CN).- Research in Library Classification

An essential basis for research in library classification is the study of the structure and developmerit of the universe of subjects. A Classification based on a resilient design methodology, and a holistic approach would ensurea good foundation for the document retrieval system. The Indian System of Thought in Classification has taken the five Laws of Library Science as the basic guiding principles, deduced canons and principles for classification, enunciated helpful postulates, and demonstrated classification work as belonging to three planes. It has attempted to grasp the essence of the relation among the constituents of the universe of subjects at the near-seminal level, progressively applied objective scientific method to classification, and developed a precise terminology for the subject. The advantages of the above lines of approach are illustrated and the kind of research involved in the different developments are mentioned. A set of problems for pursuit is given.- Preparation of an Index to a Book: A Case Study

Describes how the organisation and the presentation of the text of the book can facilitate the preparation of the index concurrently with the press copy. Illustrates this with the two books of Ranganathan, the Prolegomena to library classification 3, and Ramanujan, the man and the mathematician. The choice of the ideas to be indexed has to be largely a matter of judgement and no rigid, objective principles can be formulated for it. The author's approach to index is more exacting than that of the reader's and it should be met. Therefore, the indexer should work in close touch with the author. Gives a set of rules helpful in the choice and rendering of the index term, and in the featuring and arrangement of the entries in the index. Describes the Work analysis, Job analysis, and the Routine involved in the preparation of the index.- Colloquium in Teaching Library Science

Brings out the essential changes made in the Geographical Schedule of the forthcoming Ed 7 of CC, as a result of the Postulation of Emptying Digit which enables better conformity to the Principle of Geographical Contiguity and removes faulty suggestions implied in the Notational Plane in regard to the sovereign status of some countries. Traces the progress of ideas from Ed 1 to Ed 7 of CC. Makes a comparative study of CC, UDC, and DC in respect of the above points, the use of non-favoured first characteristics, and physiographical features and population clusters as second level of Space. Shows the accommodation of this level in CC to be due to the release of the entire Array of order 1 in the Notational Plane and this in its turn was made possible by the use of a single Inverted Comma (') as a distinctive Connecting Digit for Time Isolate.- Economics and Information Management

Information is a resource about resources. Its management in a productive manner enhances wealth production and employment generation. Management of information is a complex process entailing the intangibles. It has to guide them towards tangible and realistic results. The global information environment has quickened the access and delivery of information. Information can be moved from any point of generation to any point of use instantaneously. This process calls for the enhancement of reliability and simplicity of information and its sources. Evaluation of information from diverse points of view has to be done. Information professionals have to identify, analyze, synthesize and package the information besides evaluation. The various analytical and evaluative processes, call for judgement processes using citations analysis, innovation analysis and application potential studies.- Information Economics in Perspective
