In this paper linkages between information technology (IT) and management have been established. Firstly, the impact of IT on the decision environment has been analyzed and how IT enabled solutions can enhance the organizational effectiveness has been stipulated. The role of 'time' and 'information' and the support IT enabled systems can provide for resource management has been discussed. A layered architecture is suggested for establishing linkages between physical system, management system, information system and IT. Many problems occur in the design of levels and interdependent functions of an organization. The linkages between the information flows, databases and the information systems have been analyzed for considering the organization design. The strategy, structure and systems linkages are important for organizational effectiveness. This dimension has been analyzed from the IT perspective. Keywords
