Background/Objectives: Generating innovative services are not just related to analyzing the customer and market needs, or applying the systematic innovation process, but it is also related to other key success factors that can lead to the success of innovation. This theoretical study focused on Small and Medium-sized Enterprises (SMEs) performance during implementing systematic innovation analysis method, such as TRIZ- theory of inventive problem solving, in solving service problems. Methods Analysis: This paper reviewed the results from previous studies and highlighted important factors in facilitating the systematic problems solving process, and integrating the Information and Communications Technology (ICT) solution with the ultimate process outcome. Findings: The results of this paper emphasized on the two aspects for promoting the process. First aspect refers to necessary factors such as innovation champion and/or innovation team, important customer needs, create value, and organizational alignment for providing successful innovative services. The second aspect refers to individual, environmental, organizational, and technological factors which influencing the ICT integration with the process outcomes. Improvements/Applications: Taking in considering external and internal factors that may affect using systematic innovation analysis assists SMEs to find platforms to develop and improve their work.Keywords

Objectives: There are numerous assessment practices being implemented by higher education practitioners. However, these best practices are not widely shared. In this study, a metamodel that shares the best practices is created to denote important concepts and knowledge related. Methods/Statistical Analysis: The development is using 8-steps metamodelling approach adapted in, this approach uses various models to analyse and construct the concepts, rules, constraint and relationships to model a predefined class of problem domain. There are twenty assessment models used for development and validation. The validation technique used is comparison against other model, in order to check the completeness of the metamodel. Then, the propose knowledge repository is created to represent the practicality of the metamodel. Findings: The resultant from metamodeling development is the Assessment-based Metamodel represented using UML class diagram. The concepts embedded together with the relationships cover 16 important related concepts. The creation of the metamodel can be used as a foundation of Assessment Knowledge Repository (AKR). It gathers all concepts, processes and allows various approaches to be easily shared and communicated. The AKR also consists of a collection of best practices in assessment viewed by various levels of stakeholders. Application/Improvements: This study proposes the Assessment-based Metamodel which has a capability to capture various knowledge and best practices in implementing assessment in higher education. The metamodel enables people to communicate in a well-defined language, simultaneously easy for knowledge sharing and helps in decision making. While the AKR demonstrates the usefulness of the metamodel.Keywords

Objectives: The objective of this paper is to uncover the inter-agencies knowledge sharing factors in flood management that support knowledge management activities among related agencies. Methods/Statistical Analysis: This paper engages content analysis technique based on three perspectives namely technological; organizational and managerial; and political and policies. Cohen’s kappa inter-rater was engaged to validate data gathered from semi-structured interview sessions with 19 senior officers involved in Malaysian flood management. Findings: This paper discovers a total of twelve (including three new) influencing factors for inter-agencies knowledge sharing. Application/Improvements: The results highlight the influencing factors for inter-agencies knowledge sharing for flood management domain and provide further research direction.Keywords

Objectives: The purpose of this study was to examine citizens’ level of use towards m-Government services and to suggest the personalization strategies that help the government to provide better services to the citizens. Methods/Statistical Analysis: The survey method was obtained in this study to know the level of used m-Government among citizens and to know the user’s needs/interest towards m-government services. For data collection purposes, 200 questionnaires were distributed to respondent who have used m-Government services at five selected agencies which are JPN, JPA, KPDNKK, MOE and MPM. Findings: With the increasing rate of services offered by the government annually, it makes it difficult for citizens to find the appropriate services based on their needs. Personalization is one of the alternative solutions to deliver the right services to citizens and can reduce the information overload problems. From the analysis undertaken, it was found that the levels of use of m-Government services are encouraging but most respondents utilized only one service in each transaction. They also do not know what services that are appropriate for them and tailor to their needs and requirements. The results also indicated that the highest use of m-Government is among younger generation, where it provides an effective way to reach out to people in all areas and enables them to obtain information easier. Application/Improvements: Finally, the government should take immediate steps to provide the personalization strategies to encourage the usage of m-Government services among citizens.Keywords
