As per the report of the Committee on unemployed, the likely number of unemployment persons in 1971 may reasonably be taken as 1.87 crores including 90 lakhs as unemployed and 97 lakhs who work for less than 14 hours a week and who may be treated as unemployed, (India 1976 ). The national commission on agriculture has calculated that to generate full employment in the rural areas at least 30% of the rural labour force may have to be employed in the non-agricultural rural sector, including processing, textiles and other village industries.- Biodiversity and Climate Change: Sustainable Development Perspective
