This paper is based on the data for 1963-64, which are the latest available. Using the rate of increase in 1963-64, the college enrolment during the Fourth Plan Period is calculated. An estimate is also made of the annual college library fund and the strength of the library staff needed by the colleges in India during the Fourth Plan Period according to each of two Plan Models. According to the cheaper of the models the annual library fund required for the college library system in India is of the order of Rs 148 million. The professional staff reqoired is 11,500 and semi-professional staff 6,900.- Nanjundappa Rudraiah (1932–2019)
