Counters are one among the basic building block in every digital system. It is an essential building block for a variety of circuit operations such as programmable frequency dividers, shifters, code generators and various arithmetic operations. Since these fundamental operations comprises of many applications main focus is for an efficient counter design. In this paper a new parallel counter is designed that achieve high operating frequency. The high operating frequency is achieved by pipeline partitioning methodology which consists of a counting path and a state look ahead. The counting path's counting logic controls counting operations and it consist of 2- bit counting modules. State look ahead path's state look ahead logic anticipates the future states and thus prepares the counting path for these future states. In this counter architecture there are three simple repeated CMOS logic modules types: an initial module generates anticipated counting states for higher significant bit modules through state look-ahead path, simple D-type flip-flops and 2-bit counters. The state look-ahead path prepares the counting paths next counter state with respect to clock. The clock edge triggers all modules simultaneously thus concurrently updating the current state with a uniform delay with all counting modules. Here, as an example a 8-bit counter is designed with the pipeline partitioning methodology and is simulated by DSCH&Microwind tool. The structure is scalable to arbitrary N-bit counters using the three module types.Keywords

Micro-blogging is a popular technology in social networking applications that lets users publish online short text messages (e.g., less than 200 characters) in real time via the web and SMS. Micro-blogging is a informal communication medium especially for collaborative work within an organization. It is a novel application of text categorization for two types of micro-blogging questions asked in a classroom, namely relevant (i.e., questions that the teacher wants to address in the class) and irrelevant questions. Prior work on teacher agents includes a question ranking capability that scores each question and tries to select the best questions to respond to. The relevant question would be given the first priority for the reply, as compared to irrelevant question. They utilize the question text as well as a personalized approach (i.e., questions from a student who has been asking good questions are favored) to differentiate between the relevant and irrelevant questions. Furthermore, empirical results also show that the elimination of stop words leads to better correlation estimation between questions and leads to better categorization efficiency. On the other hand, incorporating students’ votes on the questions does not improve categorization efficiency, to be effective in community question answering environments for assessing question quality.Keywords

Background/Objectives: To make a comparative study between canal and tank irrigation environments of paddy farms.
Methods: Corrected ordinary least square method was used to determine technical efficiency in paddy production in their respective irrigation pattern. Further the study has assessed the effect of farm specific socio economic factors affecting the technical efficiency. This study was conducted in Cauvery delta zone of seven TALUKS about canal irrigation and Southern zone of four TALUKS about tank irrigation. Ultimately, there were 218 sample points under canal irrigation and 106 sample points under tank irrigation for two years (2009-10 and 2010-11). The data were obtained from the cost of cultivation scheme of Tamil Nadu centre.
Findings: The results of Cobb Douglas production function indicated that seed, labour hours and pesticide cost are the inputs that significantly influence the yield of paddy in canal irrigated paddy farms; while, seed, fertilizer, labour hours are the are the inputs that significantly influence the yield of paddy in tank irrigated paddy farms. Besides, the qualitative variable namely education and seasons are significant in canal irrigated paddy farms while age and area were significant in tank irrigated paddy farms. The output oriented mean technical efficiency was found to be 86% in canal irrigated farms whereas 91% in tank irrigated farms. The study results also implied that in controlled irrigation condition namely tank irrigation, particularly in canal fed tanks when water availability becomes relatively more consistent, the yield levels were higher, and the mean technical efficiency was also relatively higher.
