Chapter 2: Re-Assessment of the Forecasts of State Governments on Revenue Account
The primary objective of a Finance Commission is to evolve a scheme of transfer of financial resources from the Centre to the States, so designed as to place each State in a position where it can expect to maintain financial equilibrium during the period covered by the report of the Commission.
