Dear Readers of JEET,
We would like to welcome Dr. Sohum Sohoni of Arizona State University as a Co-Editor of JEET. He comes to us with a lot of experience in publishing and reviewing papers in engineering education research. He has a passion for improving quality of engineering education and for spreading the culture of engineering education research. He and his colleague, Prof. Scotty Craig, have coauthored a paper in this issue. This paper can provide a framework for spreading the culture of Department-Based Engineering Education Research (DBEER) in India. He has also started helping us improve the journal in many ways. Dr. Sohoni and Dr, Craig have recently launched an on-line course offered by IUCEE on "Publishing and Reviewing Papers in Engineering Education Research", which has become very popular. Dr, Sohoni will continue to offer this course on a regular basis.

This paper presents the idea and a proposed implementation of a network of Gurukuls or Centers of Excellence for engineering education in India. Facilitated by Indo Universal Collaboration for Engineering Education (IUCEE) in partnership with institutions in India, the IUCEE Gurukuls for Learning and Outcomes Based Education (iGLOBE) program addresses a vital need for institutions to develop self-reliance towards achieving excellence in engineering education. The primary role of the Gurukul in an institution is to provide an ecosystem for faculty development in a manner that will directly contribute to enhance students' learning experience. The mission of the Gurukul is to guide and mentor its faculty in improving their teaching and learning methods, in implementing outcomes based education and in conducting engineering education research.
There is a large body of literature available on effective teaching and learning through engineering education conference proceedings and journals, and in wider outlets.However, one of the key observations over the last two decades is that adoption of research based instructional techniques into engineering classrooms is extremely low. We believe that the main reason for such non-adoption is that potential adopters are unable to contextualize the pedagogical research.
The paper lays out a vision for a network of discipline-based education researchers to contextualize and coordinate efforts between the Gurukuls and participants/practitioners. The paper considers lessons learned and best practices from efforts in the United States and lays out a blueprint for catalyzing high quality instruction in engineering colleges in India.

During the past four years, a unique program, Indo US Collaboration for Engineering Education (IUCEE) has started to make a significant impact on the quality of engineering education in India. More than 100 US engineering faculty are participating in this effort, which is already showing results in over 100 colleges all over India. This paper summarizes these accomplishments. The 124 Faculty Leadership Institutes which have been conducted, have directly impacted more than 3000 Indian faculty and lakhs of students in their classrooms. After initial financial support from donors and in-kind support from industry, IUCEE is now on its way to becoming financially sustainable with the assistance of a consortium of 45 college, all over India. The recent creation of the IUCEE Virtual Academy for delivering Webinar lectures by world class US faculty, directly to classrooms in India, has ope/led up the possibility of scaling up the program to make an enormous impact on engineering education in India while creating opportunities for unique teaching and research collaborations between Indian and US institutions. This paper analyzes the lessons learnt from the work done so far. Other countries are now showing interest in emulating the IUCEE model.- Editorial
