Structural loads compressing the underlying soil, tend to deform the soil structure by relatively displacing the soil particles from their original position, or bringing the soil particles closer together, resulting in decrease in the volume of the soil. There is no denial of the fact that expenditure on highway construction and maintenance around the world are steadily climbing. In some developing countries like Africa, Asia and Middle East, the expenditures on this account have doubled itself within five years between 1960-65. In our country, however, expenditures on highways are not at all consistent with the earnings from road transport.
