You must have received a copy of our Journal Vol. 85 No. 3 & 4; please feel free to suggest for its betterment. Still we are not in a position to publish it quarterly, principally due to nonavilability of quality papers. Many of you are working in various concerns, so why not forward case studies you are deftly sloving, for publication? Comments on published papers are welcome.- From the President

After a long halt, I play with pen. What to write about, beginning needs crushing an enormous inertia. I see, its raining, raining like an autumnal occasional shower, but with gusty wind. Why not start with Rain Water Harvesting (RWH), the hot topic of the day at the backdrop of ground water level rapidly going down. This must be arrested, otherwise in not very remote future Kolkata and its suburbs will be another Fathepur Sikri (Agra), so nicely architectured Capital, Mughal Emperor constructed at great cost, but had to abandon it only for the scarcity of water.- From the President

You must have received our Journal Vol. 82, No. 1 & 2, 2012, mostly dispatched by book post and quite a few were also personally collected by the members from AEI office at Salt Lake.
Publication of the Journal and its postage have become very costly due to steep hike in prices of all goods and services. Our membership subscription needs probably a review at the next Special General Meeting.

I tried to cover the happening at AEI upto the end of last millennium in the last Volume of the Journal. Secretariship was passed onto Er. C. Haldar in 2003 and Dr. N. R. Banerjea was elected to the post of Vice President. The new Secretary, a resident of Salt Lake City, took an effective role in day-to-day activities of the Society. Already three WBSTCE courses namely Construction Supervisor O Level, Construction Supervisor A level and Diploma in Safety Engineering (now nomenclated as Diploma in Industrial Safety) had been started.- From the President

A simple resolution of the Executive Council adopted at its meeting held on 24.06.2010 and subsequently okayed at the last Annual Gereral Meeting (90th) held on 28.06.2011 highlights two points.
1. The Association's Centenary falls due in 2019 and
2. A precentenary volume of journal be published which may be of help to those running AEI about eight years hence to publish a centenary volume of journal as appropriate to mark One Hundred Years of Existence, twenty eight years under alien foreign domination when naturally the organization, AEI, established to fight against the discriminatory practice meted out to the Indian Engineers as against foreign counterpart, could not expect any recognition of the then Government, no better treated with the change of guard of the country. The reason is not far to seek.

India is probably one of the very few countries where the whole populace can be classified as millionaires and beggars. Of course there is another class in between who runs the wheels of administration; no wonder, this class is pampered by the rulers.
When business was at its peak, the owners made fortunes without parting any share to the beggars; when there is downturn all the public subsidies, worth the name, go to their relief. What an amazing country ours is! After all big industries are angelic benefactors!
Could a journal published by a leading engineering society of 82 years standing embody articles of a general nature of interest to the society at large? Engineers live not in isolation from the country-men. Even if it is presumed that politics is not their cup of tea, Polity certainly is. In fact, engineers, by the nature of training exposed to during study, develop a logical mindset; they are indispensible for implementation of plans and programmes. This is not so undermine other professionals who are also relevant in polity.

When my brain was idle and mind vacant, I chanced to come across a telephone bill. I looked at the bill with philosophical, yet rational mind and realized that I forgot when I had last gone through the printed matter which each bill embodies. So, I stuck upon the idea that those might be printed separately and sent to each subscriber once a year along with the bill for a particular month, say April (similarly any addition/alteration in the print matter may be circulated once) and the monthly bill be presented on paper of 208mm x 148mm size in place of 208mm x 297mm being used at present. The bill may be restructured as shown. I have little doubt that there are mature brains who can do this job much better.- Rainwater Harvesting

Rainwater Harvesting must be resorted to by humans to take care of fastly Depleting potable water the world over. In the Kolkata metropolis the water table has gone down by 7m to 11m in the last 49 years. According to International Water Management Institute, Colombo, by 2025 all the known sources of freshwater are believed to be exhausted. It is predicted that the next world war will be over water.- The Angel Atop the Victoria Memorial Hall

The Angel atop the Victoria Memorial Hall, Kolkata was enlivened in 1985 and in 2006 under the guidance of the author using indigeneous technology. This time, the revitalization work took so long a period due to the Hi-Tech sabotoge inflicted on to the system and the necessity of opening of two stone pieces from the dome below the 'Kalash' - a job which was inordinately delayed by the Archaelogical Survey of India. Keywords

The subject of discussion is vast and the application of NDT is of utmost importance these days when the cost of installation of 1 MW wanders between 4 to 6 crore rupees depending upon the particular nature of the design of the power plants as to size, nature of fuel etc. Thermal power stations in real sense include all power stations excluding the Hydel, Wind and Solar Generating stations. However in conventional sense, nuclear generating plants are exempted from this category.- From the President

Non Destructive Evaluation (NDE) is an efficient tool of quality assurance and if used prudently, can reduce production cost. All Pay and No Work a? No Pay and All Work are the two extremes co-existing in India like the peaceful (!?) co-existence of unimaginable wealth and extreme poverty.
After 33 years of independence, Indians have been more dependent in all walks of life-education, industry, agriculture (which fortunately the least in quantum).
Education is neither country-based nor work based.
Industries involving more than 60% of total investment in public sector have proved a total (?) fail ire in Indian economy-neither can they produce what is needed in our country, nor have they been able to have their impact felt by the private sector undertakings producing goods of similar nature
Coal being abundant in the country, most of the heavy industries are based on oil, lion's share of which is imported- The oil price-rise every now and then is worsening the economy-as the controlling factor is located outside the country.
The author remembers a simple question posed by an Archbishop
Do you act or react ?
Its meaning was not so significant to the author at the time, who regrets much to have to realise the lucid meaning of the same.
Indian economy does not act. it reacts.
This is the greatest part of the tragedy for an independent nation.
Can Indian economy act ? Do you want it to act or do you desire it to depend wholely and solely on the mercies and vagaries of the foreign nations ?

Dear Members,
Your institute is going to observe the Centenary Year from the next year in a befitting way. One hundred years of survival of an institution founded by a few national enginers to fight for the causes of Indian Engineers against the discrimination meted out to them by the British Raj is phenomenal. After independence also, our institution got little patronage from our own governments. We acknowledge it is a failure on our part. Nevertheless. The Association of Engineers, India now is a name to reckon with not only in India but abroad also. We have been running different training courses like Advanced Diploma in Safety, Construction Supervisor courses and the students successfully completing the courses have been mainly absorbed in industries in Indian and abroad. Some have become entrepreneurs too.
