A national policy on Industries in Rural India must have following basic tenets/objectives:
(i) Integrated development of total quality of social & material life in our villages by providing (a) basic necessities of food, shelter, health, education, means of communication ; (b) an attitude/value system which is scientific; development and action rather than fate, destiny & laziness oriented, cooperative rather than obstructive with class/caste differentiation ; (ii) Transformation of values/skill level of local population as in (i) through an appropriate functional education system to be used for achieving (i) rather than uncritical imposition of miniaturised industries or personnel from cities or their temporary posting in villages in the worse form as paid Government Bureaucrats to achieve/lead all round rural development efforts; (iii) Fuller, productive employment of rural persons, on avocations including local resource based industries/infra-structural activities which will.
