We are all more or less familiar with street floodings in Calcutta during the monsoon and most of us have the sad experience of being marooned when main streets and roads are transformed into miniature lakes and the only form of locomotion available is either hackney carriages or rickshaws. At such times much annoyance is felt and bitter hard words are used against authorities concerned to allow such state of things to continue in the 2nd City of the British Empire from year to year and from generation to generation. If it be any consolation to you gentlemen, I could inform you that even the first City of the British Empire-London-with its immense resources does not escape from such visitations and other important Cities of the World which are better placed-both financially and geographically also meet with the same fate.
