The law of supply and demand holds the balance in the economic spheres and repurcates on social spheres also. To augment the supply, we have to look for the efficiency of men behind the machine in the industrial arena; we have to look for the efficiency of men behind the plough in the agricultural field. Our country is pre-dominantly agricultural. The major population is in villages. While writing or thinking of augmenting supplies, we have to consider industry and agriculture. After the political emancipation of the country, attention was focussed for economic development. The 'National Planning Committee' which was formed under Congress aegis in pre-independence days, now found shape under the title of 'Planning Commission'. In its report, the Planning Commission remarks "In the final analysis, the level of productivity of a country determine's its national wealth and per capita income and the standard of living of the people".
