It is hardly two years back that one could feel much activity and enthusiasm in the field of Small Scale Paper Units. Lots of inquiries and investigations were being made and a number of applications put up for industrial licences and import permits. The then existing units sought an early expansion and the new ones a quick go ahead. But that trend by today has taken a different turn. Nothing more than scattered signs of that activity and that enthusiasm is seen now. And that not even half a dozen of the 125 units sanctioned till date have shown any sign of progress is convincing enough to give rise to apprehension in the minds of those closely associated with the growth of this industry. That, on the contrary, the industry has to grow and will grow needs no elucidation at all. Naturally the query arises what is then the hitch or hindrance coming in the way of the installation of small scale units, integrated or otherwise. It is a difficult query to probe into but not beyond the bounds of common comprehension. This article is an attempt in that direction and it is hoped the reader will find himself in unison with what is written hereunder.
