Every year many million rupee worth of properties are destroyed in India due to the uncertainity of the weather and its effect on river floods. In the U S.A., in the mid-sixties Housing and Urban Development (HUD) and subsequently Federal Emergency Management Agency (FEMA) were created to systematically undertake hydraulics and hydrological investigations along the rivers flowing through communities desired to be a member of the Flood Insurance Scheme.
