This installment is an extract from the report of a short lecture by SRR to the staff members and students of the Documentation Research and Training Centre, Indian Statistical Institute, Bangalore, on the occasion of Gandhiji's Birth Anniversary in 1969. Ontology has a philosophical and an epistemological dimension. The former position addresses social and cultural knowledge from the standpoint of temporality while the latter describes representation and organizational aspects of cultural and social concepts for later retrieval. The epistemological standpoint falls within the domain of information science and information systems and the philosophical position underpins our theoretical assumptions and ideas about existence. Thus ontological assumptions frame not only our understanding of reality, but also direct our epistemological approach. An epistemological standpoint is how we come to gain knowledge, hi designing systems for representing, organizing, and retrieving information it is ontology taken in its epistemological sense that reveals the first realities which deal with the fundamental categories of object, state of affairs, part, whole, etc, as well as the relations between parts and the whole and their laws of dependence Here ontology is taken to be "an explicit specification of a shared conceptualization". It is how the term is used in artificial intelligence (AI) and knowledge representation, hi computer science and information science, ontology is a formal representation of a set of concepts within a domain and the relationships between those concepts. It is used to reason about the properties of that domain, and may be used to define the domain. "Ontology is used in AI, the Semantic Web, systems engineering, software engineering, biomedical informatics, library science, enterprise bookmarking, and information architecture as a form of knowledge representation about the world or some part of it" (Wikipedia).References

SEED LIBRARY: A seed library, lends or shares seeds (packet of seeds) from its collection of seeds. The main purpose is to distribute seeds to the public. This facilitates the preservation of "the shared plant varieties through propagation and further sharing of seed." Seed libraries usually maintain their collections through donations from members. Some are also charity operations serving gardeners and farmers. A common objective of many seed libraries is to preserve agricultural biodiversity by focusing on rare, local, and heirloom seed varieties." A Unesco Expert Meeting on 'Time and the Sciences: Impact of Scientific Expressions of Time on Differing Cultures," London, 1976, resulted in the publication Time and the Sciences: At the Crossroads of Cultures. Ed. by Frank Greenaway and Josefma Mena Abraham*. The papers reviewed and discussed the concept and expressions of time in different domains - the physical sciences, information science humanities, architecture, arts, philosophies, religions, cultures, etc. In the present series, we shall be selectively and briefly reviewing and discussing the differences in the concept, measurement, impact and expressions of and about time in different cultures. We will also consider how knowledge organization tools accommodate these differences in the concept and expressions of Time.Keywords

Continuing on the considerations of socio-cultural aspects of the concept and expressions of time begun in the previous installment in this series, this paper briefly examines expressions of time in life course. Examples are drawn from a wide range of life activities ranging from time in proverbs, the concept of past, present and future, differences among business communities / cultures, manipulation of time in school time-tables and calendars to secure uniformity for all children but resulting in disadvantages to emigrants and marginalized communities in some countries.Keywords

This paper deals with expressions of time in information systems and information science. It is presented in two parts: Expressions of time in information science and their implications; and socio-cultural aspects of the concept of time and its implications to information studies. The first part presented in this paper deals mostly with expressions of those aspects of time not affected by cultural differences. Knowledge and its valid modes of conceptualization are briefly discussed. Introduces the concept of time and its association with information and knowledge. An information system is a time-delay mechanism. Expressions of the parameter time in studies in information science domain may be viewed from three perspectives: (1) the qualitative and quantitative expressions of time in the information science domain, based on analogies and models mainly borrowed ftx)m other disciplines; (2) time as a unifying and correlating concept among a variety of disciplines, including information science; and (3) the rapid developments in the information field, such as, information and communication technologies, and their implications and impact on, individual and group behaviour. Briefly discusses: time-binding social function of communication; role of cultural cooperation and cohesion for human "survival; information and entropy; models of knowledge diffusion - Boltzman equation; heat conduction, and other time-dependent models; Mandelbrot model; Goffman-Newill epidemic model; random Boolean network; powerlaw degree distribution; votCT model. Other topics discussed include: knowledge obsolescence over time; Zipf and Bradford distributions. Also considers sociological and behavioural aspects relating to research conmiunications; acceleration of the pace of life in knowledge society environment and its consequences. Barriers to the wider acceptance and spread of new ideas are mentioned. Some research issues are raised (The second part will be presented in another essay).Keywords

This paper describes the designing of a categorized collection of Tamil literary devices, using the Greenstone Digital Library software (GSDL). The records briefly describing the devices are in Tamil and English. Browsing and retrieval can be in either of the languages. The hypertext linking to a remote database, online Tamil Lexicon hosted by the University of Chicago Digital Dictionaries of South Asian - Languages is demonstrated. Tamil figures of speech, numbering over 190 records form a separate GSDL collection but with link from the literary devices collection. Briefly describes the demonstration of the application of mobile telephony to enable access to and delivery of literacy to vast numbers of rural children in India. The thee projects (MILLEE, Idea Cellular, AKSHYA) briefly described here have as one of their laudable social objectives "Education for All." The mobile learning and teaching strategy offers an affordable solution to overcome or bypass the several barriers and obstacles to deliver learning to rural children. With the extension of broadband and 3-G facilities to cover rural areas the rural literacy will receive a great push. The co-creation of content is stressed: teachers familiar with the specific rural environment, parents, and elders in the rural area, people with local language competence, social-anthropologists, and others concerned with development of rural children should collaborate with the technical personnel, image creators and media artists in co-creating innovative, relevant lessons and messages for delivery to the rural children.References

This paper presents an overview and some case studies of interfacing and mutual synergy between Tamil studies on the one hand and knowledge organizing tools on the other. The case studies arose from the ongoing work of designing and developing a Tamil-English bilingual information retrieval thesaurus for the digital library of the Central Institute for Classical Tamil, Chennai, naming practices and the related cultural practices, homonyms and homographs, literary devices and a new semantic relationship category (pseudo-antonym). An analysis of the nature of relationships between concepts in the bilingual thesaurus could be used as the basis for identifying ontological categories. Such studies of interfacing gives scope for comparative studies, knowledge discovery and identification of areas for further research in Tamil studies and in the field of knowledge organizing tools.Keywords

In an earlier editorial {Information Studies, vl5(3), 2009 July, p. 129- 130) I wrote briefly on the contributions of the Italian Jesuit Fr. Constantino Giuseppe Beschi (1680-1740) to Tamil scholarship. Briefly describes the Vedic standards of exposition (authorial work) - Prabhu Sammita (seminal standard), Suhrit Sammita (near- semintil work, scholarly communications), Kanta Sammita (popular standard) and Sisu Sammita (children's standard)- and the parallel typology of compositions mentioned in the ancient Tamil classic TolkAppiam. TolkAppiam provides also standards and guidelines for various types of exposition. Discusses the planes work - idea plane and verbal plane and notational plane - involved in most intellectual expositions; enumerates the likely fallacies and faults that may occur in the idea and verbal planes respectively, as enumerated by S.R.Ranganathan. Authors use various devices / techniques to aid readers / listeners to grasp and understand betteran exposition. Over thirty literary devices {utti), including those proposed in TolkAppiam, are enumerated, grouped into nine categories. Shows that an information indexing and retrieval tool, such as a thesaurus, can also aid researches and knowledge discovery in the subject / domain covered by it.References

This paper briefly discusses homonym and homograph problems encountered in developing a Tamil-English bi-lingual thesaurus, and the reasons for the occurrence of certain types of homographs in classical Tamil (cankam and pre-cankam period - 3rd century BCE and earlier). The latter appears to be the manifestation of a cultural / linguistic behavioural pattern of Tamil people of those times. Similar naming practices among certain North American indigenous people are also noted.References

User-centricism is the basic tenet of library and information service. The principal resource of a library of any type is the service professional who can coordinate, connect, and integrate all other resources to serve users Gives selected quotes from the works of S.R. Ranganathan and from current writings on enterprise management experts. Practising library and information professionals (LISP) should evaluate, select, and adapt new techniques and devices for information processing and handling as they emerge, integrating them with the basic and time-tested tools and techniques that LISP already possesses to achieve the primary goal of library and information service to the fullest extent in the dynamic cyber age. Emphasises that LISPs must research more than ever and in-depth, individually and collaboratively among themselves and with information users and experts in other cognate disciplines, to co-create innovations and contribute new ideas and new techniques to assist users in their interest areas, so as to push further the borders of information science and practices. Some case notes are cited. In this context those concerned with the education and training of library professionals need to understand and be able to evaluate the emerging ideas, techniques and technologies so as to create a basis for and in-depth review and possible revision of, the curricula of library and information science as may be necessary for the cyber age now and in the future.References

Presents extracts from reports of surveys and studies of the impact of school library/media centre on academic performance and behavior of students in elementary and secondary schools. In general, the literature and survey reports affirm that in schools, students' academic performance (and in tests) is significantly better where the school library is managed by professionally qualified high-performing library/media specialist Although socio-economic factors relating to student, family, and school affect academic success, school library characteristics account for up to eight percent of the variance in reading-related test scenes. Inequity in die quality and availability of library resources do exist between both high- and low-poverty schools as well as high- and low-performing schools. Effective library professionals perform a variety of tasks, inclining student instruction and teachers' professionals development; they not only manage the library and its services but also create environments in which there can occur creative and collaborative activities. There is a need fin- local, evidence-based practice if the roles of the school library and teacher-Librarian in student leaning are to be valued in the way that the researches suggests. Such research is an important strategic tool for raising the profile and prestige of library/media professionals and for reinforcing in the minds of policy-makers and school communities the crucial contribution that school libraries can make to student achievement. Most of the studies have been done in schools of more develop societies. Quite a few of the findings may be applicable to schools in developing country environments also but the impact of diversity of culture, language, socio-economic factors, paucity of resources, low literary rate, gender issues etc., quite commonly prevalent in developing environments need to be examined.References

The ideas in this note on Ontological Categories arose while developing a Tamil-English bilingual thesaurus for classical Tamil studies. Therefore, they are based on concepts, categories, meanings, and relationships derived from some of the sources used in building the corpus of terms for the bilingual thesaurus — the University of Madras Tamil Lexicon, 1926-1939 (reprint 1982), v. I-VI, print edition and online version of the University of Chicago [Dictionaries of South- Asian Languages] (1,2). This online version gives the descriptor terms in ASCII format as well as in Unicode compliant Tamil script. One of the earliest notes on 'documentation' by Dr. S.R.Ranganathan (SRR) was in a piece that he wrote on National Central Library: Development of Information Bureau, published in The Hindu Weekly Magazine, 1932 October 4. His scholarly writings on the subject began in the latter half of the 1940s: For example: "Classification and international documentation", Rev. Doc. v. 14 (1947); p. 154- 177; "Wider aspects of collaboration," Aslib Proc. v.l (1949); p. 127; "Documentation," Libri, 1 (1951); p. 257-288. He contributed over a hundred papers on various aspects of the subject since then especially on what we now call 'knowledge organization* and on documentation support for productivity in scientific and scholarly research and in industries. Documentation and its facets: being a symposium of seventy papers by thirty-two authors (Edited by S:R. Ranganathan; Delhi: Asia Pub. House) appeared in 1963, soon after the establishment of the Documentation Research and Training Centre (DRTC) as a division of the Indian Statistical Institute, in Bangalore. His last book on 'documentation'- Documentation: genesis and development (Delhi: Vikas) was published in 1973. SRR is known the world over as the 'Father of Library Movement in India' and as a pioneer in formulating the 'laws of library science.' His contributions to the theory and practice of subject classification and subject indexing, both based on the principles of subject analysis and synthesis, are found to be applicable to knowledge organization in the digital environment as well.- Knowledge Management in Relation to Indigenous and Marginalized Communities in the Digital Era

This paper discusses: a) Some features of the emerging knowledge society including the convergence of information and communication technologies (ICTs) enabling seamless access, to a vast and varied information and knowledge sources from anywhere at any time, in the expanding digital space and concomitant globalization; b) a sizeable part of the rural population, especially in developing countries and the indigenous communities even in developed countries, do not appear to be fully benefiting by the developments mentioned above; c) However, there are attempts to use ICTs to reach out to indigenous and marginalized rural communities with a view to empowering them - e-governance, providing access to a variety of government documents, village kiosks, extending cellphone facilities, wireless technology, land-sat imaging and remote sensing, geographical information systems etc. d) Knowledge management (KM) at present largely relates to enterprise / institutional management, but its scope can be widened taking into account new parameters (e.g. culture, language etc.) and applied to community knowledge management - empowering rural and indigenous communities and enabling the sharing of the tacit community knowledge, as implied by equity and justice in governance; e) the wealth of knowledge, especially tacit knowledge, acquired by indigenous communities needs to be shared and used for the benefit of the nation as a whole and the global community of nations and nation states; e) how the judicious application of information and communication technologies supported by human intervention may be used to move toward achieving what is proposed above. We also mention some of the barriers to introducing new ideas in rural communities; and what types of knowledge, skills, and experience that information providers to such communities need to have are mentioned. Present some illustrative case studies. Concludes that librarians, information specialists, and media specialists (the gatherers, storers, and dispensers of knowledge) can lead the way to help these people, protect the indigenous and rural peoples' knowledge, homelands, and their very lives., and facilitate the exchange of ideas, building trust and understanding,, while exploring technological avenues in reaching out to the hitherto unreached.References

The PLATO system at the University of Illinois (UI) over four decades ago to introduce computers in teaching and learning in schools was a pioneering experiment. The system designed for Computer-Based Education originated in the early 1960s at the UI Urbana campus. "Professor Don Bitzer, an electrical engineer, became interested in using computers for teaching and with some colleagues founded the Computer-based Education Research Laboratory (CERL)." The group of collaborating engineers designed PLATO's hardware; and for the software, Bitzer was assisted by a group of interested academics ranging from university professors to high school students. In most developing countries over 70 per cent of their population live in rural areas. They are mostly illiterate or semi-literate. They live in vast numbers of rural villages, often spread out, into small communities. But they form a vital cog in the national economy as they produce the raw materials for food, clothing, and shelter that are converted into consumable products, used and enjoyed by a much larger population in the urban and semi-urban population nationally and even internationally. They also constitute a vital base of a democratic socio-political system. They live close to nature and have the knowledge of and stake in, nurture and preservation of nature's offerings - their environment - for survival, and well being. They have skills in crafts, use of colours, and an integrated view of well being - physical, mental, and spiritual. Much of this applies to the marginalized indigenous communities in the technologically and economically advanced countries as well.References

This paper describes a general model for analysing the pattem(s) of incidence of events(s), using, as a case study the incidence of certain communicable diseases in India in the 19th century. Applies bibliometrics in data analysis and interprets the findings in relation to the health environment and preventive measures. Unlike in the usual bibliometric studies in which one would particularly look for the peaks, the high incidence rate of the object under study, in the case of communicable diseases we are more interested in the 'trough' part of the graph showing the low or no incidence of the disease. Emphasizes that such informetric studies by information professionals can assist and support medical historiography.References
