It is recommended that budgeting be done by experts in the relevant fields and procurement management be guided by the laid down procurement procedures as provided for in the public procurement act and its addendum regulations. The study recommends that the Boards of Management (BOMs) be trained on project planning, budgeting and procurement management to enhance their capacities in project management during implementation.
