Abstract

E-Governance aims to make government effective, responsive and it ensures quick delivery of government services to all. It promotes citizen centricity; hence it is important that E-Governance projects are measured on the basis of the service delivery and its social impact. It is observed that most of the projects are not accessed with the quantum of impact on the citizens. This leads to their failure in long run. NeGP (National E-Governance Plan) plan was approved by the government in the year 2006. The vision of this programme is to “Make all Government services accessible to the common man in his locality, through common service outlets and ensure efficiency, transparency and reliability of such services at affordable costs to realize the basic needs of the common man” [1]. The most important issue associated with the E-Governance projects is the lack of interoperability which leads to various problems such as duplicity or ambiguity of information, waste of efforts, time and money. Since the project does not use any interoperable standards, technology soon gets outdated and the projects die even before they could achieve Return on Investment (ROI). Hence each E-Governance projects should follow certain standards, to ensure interoperability. This paper presents a brief report on various E-governance projects across India. It explains the objectives of each project and discusses the outcome in terms of the social impact each of them have made.

Abstract

As per a study conducted by University of Manchester [1] in the year 2008, about 85% of e-Governance projects fail toachieve their stated objectives. Such a level of failure is abnormallyhigh and is unacceptable since such projects deal with huge amount ofpublic money. It is important to minimize such failures. This can beachieved by defining some important standards and relatedbenchmarks, for e-Governance rollouts to follow. A detailed study ofsuccessful e-Governance projects will be very helpful in identifyingthe key parameters which led to their success. These parameters canhelp in the evolution of common e-Governance standards. This paperis an attempt to identify the need to categorize e-Governance projects, suggest few categories, and identify key standards followed within the categories identified. It also introduces various benchmarks andassociated metrics within the above mentioned standards. The studyfocuses on three popular E-Governance projects of India (BangaloreOne [2], E-Seva [3] and Treasury Automation System [3]).
