I am deeply sensible of the honour that the members of the Statistics Section of the Indian Science Congress Association have done me by asking me to preside over the Section this year. It is customary on such occasions to review one of the fields in which one is working or to dwell on problems of general interest or to express oneself on the related philosophical questions. I propose to try a combination of these several alternatives and deal with a question which is the very basis of all our statistical activities and which has concerned me and also vexed me over the last many years. I wish to speak on the quality of observational data in statistics.- Unit Institutional Cost in Higher Education-A Study in Method

Unit cost studies are of great importance in the study of educational finances and are of particular significance in the present rapid educational development in our country. These studies assume even greater importance for higher education where it is much more expensive to create facilities and to keep them running than at the lower levels of education. The present study is confined to only one aspect of the educational cost, the current institutionial cost per student per year.- The Internal and External Assessments

Hie analysis and the remarks made in Part I dealt with the internal marks and examination marks as recorded in the final results. It must be mentioned however that before finalizing them, gracing" (raising of marks of those students who fail by a narrow margin) was done in two stages. In the first place, the board of examiners in a subject raises to 35 the total of internal marks and examination marks of all those candidates who have a deficiency of a few marks to the pairing score of 35.- The Internal and External Assessments

THE question of introducing internal assessment, at least in part, is being discussed in the academic circles in India for some years past. The idea is to give at least some credit in the final assessment to the work done by a student in the class during the academic year instead of judging him solely on his performance in the public elimination at the end of the year as is being done for all these years by most of the universities or examination boards in this country.- Prediction Value of Marks at the Preceding Examination in Forecasting Marks at the Succeeding Examination

Introduction: In earlier articles wantage and stagnation in college education were discussed on the basis of an investigation conducted in a local college. It was observed, in this connection, that the marks at the Secondary School Certificate (S. S.C.) Examination is the most dominant factor in determining the college career of a student.- Stagnation in College Education

In a previous article we have discussed wastage in college education among arts students, basing it on an enquiry of a three-year entry of freshers to the Fergusson College, Poona. In this article we deal with wastage among science students basing it on the same investigations. (For the scope and coverage of the enquiry, for definitions of concepts, for the general method of constructing wastage-figures, and for other relevant preliminary details the reader is requested to refer to the previous article.) We start with tables 1 and 2 which give respectively, how the entrants fared, and the distribution of the entrant by their marks at the S.S.C. examination.- Wastage in College Education-Arts Students
