The previous issue presented some views on E-Resources Consortia and in the follow-up the present topic incidentally has come-up to enlighten our users on the subject of taxing scholarly communication as discussed in a recent Sym posium on "E-Content: Copyright, Licensing, Taxation and Regulatory Norms" held on 26 th July 2013 at the National Institute of Mental Health and Neurosciences (NIMHANS), Bangalore. In. re cent times the issue of Taxation; TDS and Service Tax, especially on e-content subscribed through consortia and/or otherwise has been widely contemplated from various corners, comprising Libraries, Publishers and Subscription agents. Some of these procedural ac ts were practiced by Libraries, for instance, the licensing was practiced in other ways in traditional library acquisitions of books and periodicals by means of a set of terms and conditions of supply and were mutually agreed to by both the parties. But the taxation part is quite appalling in the present context. The subject of application of TDS and Service Tax was severally discussed by the participants in the seminar.

In recent weeks there were some healthy discussions among the LIS professionals about the acts of plagiarism in almost every subject and more concerned with in LIS research papers. As responsible professionals and watch dog to prevent such acts and protect the rights of the creators of new information and knowledge, it is our moral responsibility to ridicule such acts and regard it as one of the professional ethics. This editorial has been written in appreciation of the commendable responsibility projected by our professionals and observe its outcome in coming years. In fact plagiarism in legal terms is not a crime but is considered unethical. There are arguments and counter arguments commenting aggressively/passionately about the copyright compliance and plagiarism etc. But there are some positivistic attitude with some prompt, candid and honest responses from many. In this context some distinct concepts of legal and ethical issues of plagiarism are portrayed here.References

In India, Academic and Research assessment and evaluation is catching-up since last two decades with the initiatives taken by UGC, AICTE and other regulatory bodies in higher education. The UGC established National Assessment and Accreditation Council (NAAC), as an autonomous body for assessing the research productivity of Universities and Colleges. Similarly, the All India Council for Technical Education (AICTE) has also set up National Board of Accreditation for the professional institutions. There are other bodies which are also keeping watch on the quality of higher education. In this context organizing this National Workshop purports some good reasons and stands to benefit those involved in the task. There are number of new parameters that are identified now, such as Impact Factor of journals, the H-Index, the national indicators on science productivity and so on. The SRELS Journal of Information Management was started in 1964 with the title Library Science with a Slant to Documentation under the sponsorship of the Sarada Ranganathan Endowment for Library Science (SRELS). It is now a peer reviewed periodical. With the advent of e-publishing, keeping with the trend, an online version is also available. At the beginning the papers mainly focused on the research conducted at DRTC in particular, Library Classification and Library Cataloguing, Documentation and gradually extended its coverage to new areas of interest e.g. Computer Applications, Library Management and Information Systems. During the 1970's, when CSIR/NISSAT was launched, special issues devoted to Information Systems - planning and organization, were brought out. Now the periodical is fully multidisciplinary, covering all facets of Library and Information Science (LIS). This paper attempts to map the subjects of the papers of this periodical which has spanned the last fifty years. The analysis would serve as a check list for the areas of current and traditional subject interests in the field of LIS. The paper will also highlight the important contributions this periodical has made for the progress and development of LIS during the last fifty years.Keywords

It was reported in Yahoo new in the year 2010 about a slip of wording found in an archive document " Draft Declaration of Independence" Drafted by Thomas Jefferson, the then President of United States of America. The slip of the wording; "Subjects" changed to "Citizens" was discovered at the time of digitization of that document by the Chemistry researcher, Fenella France who was assigned the task of "Hyperspectral Imaging" by Library of Congress. This can be attributed to a convergence factor, quite a common emergent phenomena in Library and Information Science profession.References

The two subjects - Legal deposit and Bibliographic control are of great concern in India, yet we are far from satisfactory in understanding these two activities as compared to US and UK in particular. Dr. Ranganathan introduced the concept of Documentation as early as in early 1950s and he brought out several products like the Union Catalogues and Social Science Bibliographies to focus their importance, but subsequently no such attempts were made comprehensively. In the light of this lacunae, it can be said that this publication is a welcome addition to remind our library professionals about the importance of the two interrelated issues. The paper presents a new criteria evolved by experience to identify a list of core and selected Indian periodicals in Horticulture. A study of citations from the doctoral and master's degree dissertations in the field of Horticulture from 1980 to 1989 as the main source of data is computed for this study. A list of 235 primary periodicals and a ranking list has been prepared out of this study. The criteria used for selecting core journals in most of the studies are by ranking only, and has certain limitations. In this study 35% of the citations are on the subject journals (i.e., 16% of the total). Since this limits to a very small percentage, identification of other criteria was found necessary such as identifying subject coverage in peripheral subjects like in Agricultural Sciences, Science and so on. This process generated 95% of the citations from 85% of the journals. Such additional criteria are identified in the study and rank journals for the selection of core items.Keywords

The National Knowledge Commission 1 (NKC) constituted by the then Prime Minister, Dr. Manmohan Singh, in June 2005 set up the Working on Libraries 2 "to initiate objective review of current services and standards and to recommend the changes India needs". The Working Group, considering Libraries as Gateways to Knowledge, The Group submitted its first proposals for action to the Commission on 28th August 2006, and the Commission has recommended key actions to the Prime Minister in December 2006 in its Report to the Nation. Of the ten Recommendations five of them are directly within the purview of activity of Library and Information Profession as its main focus.Keywords

Libraries and information centres are service oriented organizations, whose primary function is to acquire, collect, or-ganize and provide access to information resources. In recent years with the advent of e-resources libraries are required to device variety of innovative new services and especially in the R&D environment. The DRDO is acquiring scholarly scientific literature, through the consortia arrangement for the use of scientific and research community working in their laboratories, and serviced by the respective Technical Information Centres (TICs). The paper examines the nature and types of information services offered by the TICs to meet the varied information needs of their users, viz. scientists and researchers.Keywords

India has the legacy of Susrutha and Charaka, its ancient medical practioners but the scholarly literature on modern medicine is scanty. The bibliographic work carried out by Dr John Shaw Billings is unmatched. Due to his contribution the Index Medicus (now-MEDLINE) stands as the most important database of biomedical literature. The services of MEDLINE were extended to all countries over the years and India had its services through MEDLARS Centre at NIC. The coverage of Indian medical literature in MEDLINE was not comprehensive and this affects visibility of Indian medical research output. So Indian Council of Medical Research (ICMR) launched IndMed and MedInd. There are no studies investigating the coverage, the services and the gaps in coverage of IndMed. This study seeks to assess the extent of Indian medical journals covered by the IndMed comparing the list of medical and allied sciences journals covered by Indian Science Abstracts. Suggestions are made as to how the IndMed can improve its coverage.Keywords

The majority of libraries across the world in as many as 188 countries have been shut down due to COVID-19 pandemic. The situation in India is the same. Most educational institutions have been closed since 24th March. Libraries have also been closed during this period. The libraries would open on 1 June 2020, and most library managers would be thinking, what to do after reopening? Where to start, what should be the priorities, what security measures need to be put in place, etc. During this period users’ services as also the normal functioning of libraries have been affected. The IFLA and many LIS professional bodies across the world have suggested several key remedial measures on the reopening of libraries. The published literature in this regard is quite extensive and voluminous. This paper has attempted a review of literature and to provide links to these papers for libraries to make use of them when in need.Keywords

Data are assuming new magnitude, since the concept of big data emerged. Data is a prominent component in social science research. The Social Science data are variable in nature from region to region. The nature of social sciences data was compared to ‘iceberg’ by DEVSIS and its capture and management was given importance. A project was undertaken on Research Data Management in social sciences focusing on use of data in doctoral research. The study covers five premier universities of Karnataka has observed clear distinct features of data in the disciplines of social sciences. Researchers from Sociology, Economics, Commerce and Management disciplines use tables and figures heavily to present research data, whereas History, Geography use visual data. The uses of data are low in disciplines like History, Political science, Law and Women’s studies. The amount of data generated by doctoral researchers has immense potential for re-packaging and reuse. It is essential to build a data repository platform to share and reuse research data and train researchers to compile and upload the data for future use.Keywords
