Mr. P. H. Kutar graduated from the Bombay University, taking his B.A. in 1919 and B.Sc. in 1920 with first class honours in Physics and Chemistry. He was appointed a fellow of the Wilson College and was for some time a lecturer in Physics in that institution. In 1921 he obtained scholarships from the Gimi Trust and the Patel Trust for higher studies in the United States and joined the Pittsburgh University. After receiving his degree in Metallurgical Engineering he got his M.S. degree in Metallurgy for which he submitted a thesis on "Physical properties and micro-structures of Steel Wires of different compositions." This investigation was carried out under the auspices of the Pittsburgh Tool Steel Wire Co. Later on he worked with Dr. S. L. Goodale on Non-metallic Inclusions in Iron and Steel and made an exhaustive investigation of existing mettallographic knowledge on the subject. In 1925 he joined the Tata Iron & Steel Co. as a Metallurgical Investigator in the Rolling Mills. He was the first Indian Shift Foreman to be appointed in the Rolling Mills. Mr. Kutar then earned one promotion after another and became successively Assistant Superintendent of the Rolling Mills East in 1930; Superintendent of these Mills in 1933, Assistant General Superintendent (Mills) in 1937, Assistant General Superintendent (General) in 1940 and General Superintendent in 1941.
