In view of the key role of population literacy in national development, several literacy improvement programmes have been undertaken by the Government. According to 1981 census, literacy rates in the country are still low, the average figure being 36.1 per cent (male 46.7 and female 24.9 per cent). Apart from low rates of enrolment in schools the dropout rate of students is high even in the primary stage of school education. Our national averages of students reaching classes II and V are 73 and 29 per cent respectively.
